Malaysian Sustainable Palm Oil (MSPO)

Malaysian Sustainable Palm Oil (MSPO) certification scheme is the national scheme in Malaysia for oil palm plantations, independent and organized smallholdings and palm oil processing facilities to be certified against the requirements of the MSPO standards.

MS 2530 consists of the following parts (MSPO Standard series), under the general title,

Part 2-1: General Principles for Independent Smallholders (less than 40.46 hectares)

Part 2-2: General Principles for Organised Smallholders (less than 40.46 hectares)

Part 3-2: General Principles for Oil Palm Plantations (more than 500 hectares)

Part 4-1: General Principles for Palm Oil Mill including Supply Chain Requirements

Part 4-2: General Principles for Palm Oil Processing Facilities including Supply Chain Requirements

Part 4-3: General Principles for Dealers including Supply Chain Requirements

This first revision of MS 2530-3-2 cancels and replaces MS 2530-3:2013, Malaysian

Sustainable Palm Oil (MSPO) Part 3: General principles for oil palm plantations and organised

smallholders which has been technically revised.

Compliance with a Malaysian Standard does not of itself confer immunity from legal obligations.

 

In our discussion, only MS 2530-3-2:2022 and MS 2530-4-1:2022 are focused:-

 

MS 2530-3-2:2022 which are the General principles for oil palm plantations (more than 500 hectares). A total of 5 principles, 28 Criteria and 88 Indicators are highlighted in the standard. The general requirements are:-

Once the above-mentioned compliances reached a certain level of confidence, documentation such as policies, Standard Operating Procedures, MSPO audit checklist and Training Matrix will be formed for next level of implementation.

 

To ensure the requirement of MSPO sustains, a self-audit and training system is required. When the MSPO requirement has achieved the satisfactory level of compliance, external audit with Certification Body (CB) engagement can be conducted. Transition Plan for the Use of Malaysian Standards on MSPO (MS 2530:2022) under the MSPO Scheme:

The revised series of MS2530:2022 for the English Language version will be applied effective immediately with an eighteen (18) months transition period starting from 1 JULY 2022 and will end on 31 DECEMBER 2023. All audits by 1 JANUARY 2024 onwards shall be carried out against these MS 2530:2022 Standards.

To assist the MS2530 standard users under the MSPO Scheme for a smooth transition plan, the following steps shall be applied:

For current MSPO certificate holders (OPMC and SCCS) Only one (1) Annual Surveillance Audit or Recertification Audit can be conducted against the MS 2530:2013 and/or MSPO-SCCS-01 standards during the transition period. The subsequent audit shall be conducted against the MS 2530:2022 standard. From 1 JULY 2022 until 31 DECEMBER 2023
For new applications Before 1 JANUARY 2023, new MSPO applications shall be against the MS 2530:2013 and/or MSPO-SCCS-01 standards. The subsequent audit shall be conducted against the MS 2530:2022 standard. From 1 JULY 2022 to 31 December 2022
  From 1 JANUARY 2023 onwards, new MSPO applications shall be against the MS 2530:2022  N/A 
All MSPO Audits  From 1 JANUARY 2024 onwards, all MSPO audits shall be against the MS 2530:2022  1 JANUARY 2024 onwards
